释义	法律分析：他项权是我国特有的概念，其全称是他项权利，是指在土地、房屋、森林(林木)、交通运输工具等不动产和动产的所有权和使用权以外，依照法律、合同或者其他合法行为设定，并依照法律规定登记的权利。法律依据：《城市房屋权属登记管理办法》第十九条设定房屋抵押权、典权等他项权利的，权利人应当自事实发生之日起30日内申请他项权利登记。申请房屋他项权利登记，权利人应当提交房屋权属证书，设定房屋抵押权、典权等他项权利的合同书以及相关的证明文件。
