释义	如果生育第一个子女后，生育的第二胎是个双胞胎，是合法的生育行为，不会罚款。这在计划生育系统中有句术语，叫“政策性多孩”。但如果你生育的第一胎为双胞胎的，再去生育第二胎，也就是在生育两个子女的情况下再去生育第二胎，生育行为就违反了现行生育政策，的确是需要被当地计生部门依法征收社会抚养费的。法律依据:《人口与计划生育法》第十八条国家提倡一对夫妻生育两个子女。
