释义	根据我国法律规定，不动产经过登记有效。也就是说，只有房屋所有人对房屋享有处分的权利，其他任何人都不能对不动产行使权力。所以如果房产证上不是本人的名字，当事人是不能办理房屋过户登记的。法律依据《民法典》第二百零九条，不动产物权的设立、变更、转让和消灭，经依法登记，发生效力；未经登记，不发生效力，但是法律另有规定的除外。依法属于国家所有的自然资源，所有权可以不登记。
