释义	法律分析：区内区外是以地域划分的。对区内企业以委托或作价加工方式向区外企业提供原材料、零部件加工成成品后由区外企业销售并运入区内的货物，区外企业不得申报办理退(免)税。对区内企业在区内加工、生产的货物，凡属于货物直接出口或销售给区内企业的，免征增值税、消费税。法律依据：《国家计委关于印发的通知》从全局利益出发，处理好部门之间、地区之间、部门和地区之间以及区内区外的关系，兼顾长远利益和近期利益。
