释义	法律分析：不是的。生育津贴与工资并不冲突的，单位不能以领生育津贴为由不发工资。法律依据：《中华人民共和国社会保险法》第五十六条职工有下列情形之一的，可以按照国家规定享受生育津贴：（一）女职工生育享受产假；（二）享受计划生育手术休假；（三）法律、法规规定的其他情形。生育津贴按照职工所在用人单位上年度职工月平均工资计发。《中华人民共和国劳动法》第五十条工资应当以货币形式按月支付给劳动者本人。不得克扣或者无故拖欠劳动者的工资。
