释义	可以的。跨地区从业或跨地区流动施工单位的特种作业操作证持证人员申请复审、换证的，可向户籍地或从业所在地的考核、发证单位申请复审、换证。法律依据：《特种作业人员安全技术培训考核管理规定》第二十一条特种作业操作证每3年复审1次。特种作业人员在特种作业操作证有效期内，连续从事本工种10年以上，严格遵守有关安全生产法律法规的，经原考核发证机关或者从业所在地考核发证机关同意，特种作业操作证的复审时间可以延长至每6年1次。
