释义	法律分析: 草地承包期到期后由村集体重新发包，重新签订承包协议。重新发包时，由村集体确定分配方案，提交村民大会讨论决定。原则上，以发包时具有本集体成员资格的人员为限来平均分配。法律依据:《《中华人民共和国农村土地承包法》》第二十一条耕地的承包期为三十年。草地的承包期为三十年至五十年。林地的承包期为三十年至七十年。前款规定的耕地承包期届满后再延长三十年，草地、林地承包期届满后依照前款规定相应延长。
