法律主观：

可以。土地流转后再次流转是不违法的。但如果第一次流转合同限制再次转包的，不得转包。承包方可以自主决定依法采取转包、入股或者其他方式向他人流转土地经营权，并向发包方备案。转包是指承包人在承包工程后，又将其承包的工程建设任务转让给第三人，转让人退出现场承包关系，受让人成为承包合同的另一方当事人的行为。

《民法典》第五十五条农村集体经济组织的成员，依法取得农村土地承包经营权，从事家庭承包经营的，为农村承包经营户。
