释义	作为一种非税收入的交通罚款，并不能纳入地方财政使用；既然是应当全部上缴国库，那么就不应该有任何秘密可言。根据规定公安机关交通管理部门依法实施罚款的行政处罚，实施罚款决定与罚款收缴分离;收缴的罚款以及依法没收的违法所得，应当全部上缴国库。法律依据：《中华人民共和国道路交通安全法》第八十二条公安机关交通管理部帆丛戚门依法实施罚款态陵的行政处罚，应当依照有关法律、行政法规的规定，实郑察施罚款决定与罚款收缴分离;收缴的罚款以及依法没收的违法所得，应当全部上缴国库。
