释义	法律分析：任何单位或个人非法持有、私藏枪支，都是违法犯罪行为。由于枪支、弹药一旦失控，就可能成为犯罪分子的作案工具，被一些犯罪分子用来实施杀人、抢劫、绑架等违法犯罪活动，扰乱社会治安，危害公共安全。因此，非法持有、私藏枪支、弹药的行为，不仅严重破坏国家对枪支、弹药的管理制度，而且危害公共安全。法律依据：《中华人民共和国枪支管理法》第二十五条对未携带持枪证件的行为，由公安机关扣留其枪支、弹药，而不能认定为非法持有、私藏枪支、弹药罪。
