释义	法律分析：一般情况下，应从合同约定交付土地的次月缴纳城镇土地使用税；合同未约定交付土地使用时间的，从合同签订的次月起缴纳城镇土地使用税。但是如果是征收的耕地的，需自批准之日起满一年开始缴纳土地使用费。法律依据：《中华人民共和国城镇土地使用税暂行条例》第九条新征收的土地，依照下列规定缴纳土地使用税：（一）征收的耕地，自批准征收之日起满1年时开始缴纳土地使用税；（二）征收的非耕地，自批准征收次月起缴纳土地使用税。
