释义	法律分析：私自开暖气阀门属于盗热是违法的行为，热力公司发现了阀门打开，而又没有缴纳正常的采暖费用，是会按照正常收费收取的。热力公司一发现阀门有动过的痕迹，就有可能按正常标准向住户收费。法律依据：《城市集中供热管理办法》第十八条用户不准有下列行为：（一)擅自改变室内管网位置，改变热用途；(二)擅自接通管网或散热器，扩大用热面积；（三)擅自在供热设备上安装启闭控制或放水装置；(四)跑、冒、滴、漏等浪费用热；(五)放弃维修管理，造成用热系统故障；(六)其它有损供热效果的行为。
