释义	法律分析：符合法律规定的农村土地无偿转包合同一般都是有效的，因为土地承包法当中是允许农村土地依法对外进行转包的，农村土地的流转本来就是国家大力支持的，但是，如果非法改变了土地的用途，还有就是没有到村委会备案的话，合同就有可能判定无效。法律依据：《中华人民共和国土地承包法》第三十七条土地承包经营权采取转包、出租、互换、转让、或者其他方式流转，当事人双方应当签订书面合同。采取转让方式流转的，应当经发包方同意。
