释义	土地使用证是可以更改的。【法律依据】根据《中华人民共和国土地管理法实施条例》第六条第一款规定，依法改变土地所有权、使用权的；因依法转让地上建筑物、构筑物等附着物导致土地使用权转移的，必须向土地所在地的县级以上人民政府土地行政主管部门提出土地变更登记申请；由原土地登记机关依法进行土地所有权、使用权变更登记。土地所有权、使用权的变更，自变更登记之日起生效。
