释义	现在国家要求全员收戒的，不管是否精神病或者严重传染性疾病，都得收押治疗，极少数情况才允许办理所外就医的。《中华人民共和国戒毒条例》第十三条对吸毒成瘾人员，县级、设区的市级人民政府公安机关可以责令其接受社区戒毒，并出具责令社区戒毒决定书，送达本人及其家属，通知本人户籍所在地或者现居住地乡(镇)人民政府、城市街道办事处。
