释义	法律分析：低保是最低生活保障金,不是残疾人补贴金 (精神残疾),因此也不是精神病人就可以申请低保的。低保是按家庭申请的不是家庭成员中一人可以单独申请低保的。所以精神病患者不可以去申请低保.就是精神病患者家庭符合低保条件规定,也必须由其监护人去申请低保,本人是不能亲自去申请低保的,因为本人不具备民事责任。法律依据：《社会救助暂行办法》第九条国家对共同生活的家庭成员人均收入低于当地最低生活保障标准，且符合当地最低生活保障家庭财产状况规定的家庭，给予最低生活保障。
