释义	法律分析：行政处罚时效是指行政机关对违反行政管理秩序的行为人给予行政处罚的有效期限。如果超过有效期，则不得给予行政处罚，否则就是违法。法律依据：《中华人民共和国行政处罚法》第二十九条违法行为在二年内未被发现的，不再给予行政处罚。法律另有规定的除外。《中华人民共和国税收征收管理法》第八十六条违反税收法律、行政法规应当给予行政处罚的行为，在五年内未被发现的，不再给予行政处罚。《中华人民共和国治安管理处罚条例》第十八条违反治安管理行为在六个月内公安机关没有发现的，不再处罚。
