释义	法律分析：为了有效控制药品储存质量，应对药品按其质量状态分区管理，为杜绝库存药品的存放差错，必须对在库药品实行色标管理。法律依据：《中华人民共和国药品管理法》第九十五条国家实行短缺药品清单管理制度。具体办法由国务院卫生健康主管部门会同国务院药品监督管理部门等部门制定。药品上市许可持有人停止生产短缺药品的，应当按照规定向国务院药品监督管理部门或者省、自治区、直辖市人民政府药品监督管理部门报告。
