释义	人户分离是根据《中华人民共和国户口登记条例》的规定，户口登记由各级公安机关主管，须遵循“三原则”：一是户口登记以户为单位，二是公民应当在经常居住地登记为常住人口，三是一个公民只能在一个地方登记常住户口。中华人民共和国境内公民的经常居住地和常住户口登记地二者一定要一致，否则，就称之为“人户分离”。对房东没影响。法律依据：《中华人民共和国户口登记条例》第六条公民应当在经常居住的地方登记为常住人口，一个公民只能在一个地方登记为常住人口。
