释义	法律分析：不算。根据《中华人民共和国民事诉讼法》规定“谁主张、谁举证”的诉讼原则,原告对被告所举证据的真实性持异议,被告的举证没有完成。被告须进一步举证证明该证据的真实性。由条据的持有人对条据的真实性负证明责任,是证据基本属性之必要要求,它既有规则性的法理依据,也有明确的法条依据。法律依据：《中华人民共和国行政诉讼法》第三十七条原告可以提供证明行政行为违法的证据。原告提供的证据不成立的，不免除被告的举证责任。
