释义	可以补办,但是已经没必要补办了。生育二孩以内的实行登记制度,只要携带双方身份证、户口本和结婚证到户籍地村委会或是计生部门登记一下就可以生了。如果需要准生证应提供照片可以当场办理。法律依据：《中华人民共和国户口登记条例》第七条婴儿出生后一个月以内，由户主、亲属、抚养人或者邻居向婴儿常住地户口登记机关申报出生登记。弃婴，由收养人或者育婴机关向户口登记机关申报出生登记。
