释义	法律分析：司法最终原则是法治原则的根本体现，也是法治精神的最重要的支柱，行政行为的司法救济越来越广泛，有利于更好地维护公民、法人或者其他组织的合法权益。但是，司法最终原则也与法律制度中的其他原则一样，都有例外作为其必要的组成部分。行政终局裁决权就是其中一种例外。法律依据：《中华人民共和国行政复议法》第三十条第二款最终裁决应当包括两种情况：一是国务院或者省级人民政府对行政区划的勘定、调整或者征用土地的决定；二是省级人民政府据此确认自然资源的所有权或者使用权的行政复议决定。
