释义	法律分析：不可以的，没有建筑资质承接工程属于违法行为。法律依据：《中华人民共和国建筑法》第二十六条承包建筑工程的单位应当持有依法取得的资质证书，并在其资质等级许可的业务范围内承揽工程。第二十八条禁止承包单位将其承包的全部建筑工程转包给他人，禁止承包单位将其承包的全部建筑工程肢解以后以分包的名义分别转包给他人。第二十九条禁止总承包单位将工程分包给不具备相应资质条件的单位。禁止分包单位将其承包的工程再分包。
