法律分析：监管医院的费用由国家承担。原则上不管是不是在服刑期间得的病，只要人在监狱，手术费用由监狱付，具体是由所在的监区付。监狱设有具备行医资格的医疗机构，负责罪犯的医疗保健，监狱按每月每犯8.30元的标准核发医疗费，医院统一使用，保证罪犯有病及时得到诊治。监狱对从事特殊工种的罪犯定期进行体检，并建立健康专档。
法律依据：《中华人民共和国监狱法》
第五十四条 监狱应当设立医疗机构和生活、卫生设施，建立罪犯生活、卫生制度。罪犯的医疗保健列入监狱所在地区的卫生、防疫计划。
