释义	法律分析：全国征兵征兵时间从2013年起，由冬季征兵调整为夏秋季征兵，即调整为7、8月份开始征兵，9月1日批准入伍，9月30日征兵结束。法律依据：《征兵工作条例》第十一条县、市兵役机关，在每年9月30日以前，应当组织基层单位对当年12月31日以前年满18岁的男性公民进行兵役登记。达到服兵役年龄的男性公民，应当按照县、市兵役机关的通知进行兵役登记。接到通知后，本人因特殊原因不能亲自前往登记的，可以书面委托其亲属或者所在单位代为登记。
