释义	法律分析：（一）要求赔偿损失；（二）要求解除合同法律依据：按照《城市商品房预售管理办法》第十二条规定预售的商品房交付使用之日起90日内，承购人应当依法到房地产管理部门和市、县人民政府土地管理部门办理权属登记手续。开发企业应当予以协助，并提供必要的证明文件。若因开发企业的原因，承购人未能在房屋交付使用之日起90日内取得房屋权属证书的，除开发企业和承购人有特殊约定的，开发企业应当承担违约责任。
