释义	法律分析：隐瞒预算收入或者将不应当在预算内支出的款项转为预算内支出的，由上一级政府或者本级政府财政部门责令纠正，并由上级机关给予负有直接责任的主管人员和其他直接责任人员行政处分。法律依据：《中华人民共和国预算法》第七十条经批准的预算调整方案，各级政府应当严格执行。未经本法第六十九条规定的程序，各级政府不得作出预算调整的决定。对违反前款规定作出的决定，本级人民代表大会、本级人民代表大会常务委员会或者上级政府应当责令其改变或者撤销。
