释义	骚扰不会构成犯罪的，但如果情节严重的话，会违反《治安管理处罚法》，公安机关有权做出拘留或者罚款的。法律依据：《中华人民共和国治安管理处罚法》第四十二条第五款多次发送淫秽、侮辱、恐吓或者其他信息，干扰他人正常生活的，处五日以下拘留或者五百元以下罚款；情节较重的，处五日以上十日以下拘留，可以并处五百元以下罚款。你的行为就属于发送其他信息，如果次数较多，干扰他人正常生活的，对方就会到公安机关进行报案，要求进行处罚的。
