什么是公有住房承租人？

所谓公房承租人，是指与公房的所有权人或代管人签订了房屋租赁合同，依法履行合同约定的权利和义务，并依法取得公房租赁凭证的承租人。按照规定，承租人按照约定的方法或者根据租赁物的性质使用租赁物，致使租赁物受到损耗的，不承担赔偿责任。
