问题	长期投喂流浪狗的人是饲养人吗
释义	流浪狗在社会上普遍都能见到，如果是好心人偶尔喂食，不属于法律意义上的饲养人。但是长期投喂流浪狗，使流浪狗有了较为稳定的食物来源，并使流浪狗停留在喂养者的区域内活动，事实上与该流浪狗形成了饲养关系，在法律意义上可以界定为“饲养人”。法律依据《民法典》第一千二百四十五条，饲养的动物造成他人损害的，动物饲养人或者管理人应当承担侵权责任；但是，能够证明损害是因被侵权人故意或者重大过失造成的，可以不承担或者减轻责任。
