去当地社保局。二次报销”就是城镇居民医保或新农合的居民，如果去年看病有高额费用，除了正常报销之外，还能再报一次大病保险，而且不设封顶线。
医保二次报销指的是基本医疗保险报销后，由退休人员、军残补助等基金将需要个人自付的部分金额按照相应比例再报一次。其实就是补充医疗保险的报销。也就是一年内办理过住院结算手续的住院费用(包含家庭病床和市外就医)，全年累计的个人自付部分减去丙类费用在一万元以上部分的均可享受医保基金的二次补助。
那么，医保二次报销需要的资料有哪些？
1、领取二次补助时，持享受二次补助人员本人的二代居民身份证、本人的本市银行卡或存折（农商银行账号除外）的原件及复印件；若不是本人前来办理，还需提供代办人的二代居民身份证的原件及复印件。
2、报销金额：“分段计算、累加支付”；
3、报销方法：起付金额以上报50%或60%首先大病保险不是按照病种报销，而是按照一年之内这个人看病总费用进行报销，费用超过一定额度，不管参保人患的是什么病，都可以按照对应的比例报销。
4、参加了城镇居民医保的居民在正常医保报销之后，剩下的在医保报销范围内的个人自付费用，如果超出了上一年度全市城镇居民年人均可支配收入（简称起付金额），超出的部分就可以报销。如果超出部分在5万以内，由大病保险资金报销50%；超过5万元的费用，由大病保险资金报销60%。新农合同理，不过新农合的起付金额是上一年度全市农村居民年人均纯收入，超出的个人自付纳入报销范围。
