释义	法律主观：可以，在既没有掉头专用信号灯，也无其他规范掉头的交通标志的情况下，机动车在红绿灯期间均可以掉头，但红灯期间掉头时车辆不得越过路口停止线或中心双实线。有交通标志明确标明在红灯或绿灯期间掉头的，应当在规范的信号期间掉头。掉头时，不得妨碍正常行驶的其他车辆或者行人通行。《中华人民共和国道路交通安全法实施条例》第四十九条第二款规定：机动车在没有禁止掉头或者禁止左转弯标志、标线的地点可以掉头。
