释义	法律分析：行驶证上注明“非营运”是由公安车管部门在车辆登记时根据申请人自行填报来确定，运管部门只能对行驶证登记为“货运”性质的车辆配发《运输证》，“非营运”性质的车辆不能办理《运输证》。不论在省内省外运输自己公司的产品，只要是营业性的都应当办理车辆的《运输证》。办理《运输证》是否需要挂靠是按自愿原则，公司也可以以自己公司名义提出申请，由运管部门依法进行许可。法律依据：《中华人民共和国道路运输条例》第三十三条道路运输车辆应当随车携带车辆营运证，不得转让、出租。
