释义	法律分析：个体工商户异地经营，从性质上讲就相当于是搬到新的地址进行经营并且没有先办理变更登记就开展经营的情况下，其营业执照是无效的，在新的地址算是无照经营。所以，个体工商户不能跨区经营业务。可以重新办理证件。法律依据：《个体工商户条例》第八条申请登记为个体工商户，应当向经营场所所在地登记机关申请注册登记。申请人应当提交登记申请书、身份证明和经营场所证明。个体工商户登记事项包括经营者姓名和住所、组成形式、经营范围、经营场所。个体工商户使用名称的，名称作为登记事项。
