法律分析:
全球本科及以上学历应届毕业生来杭州工作即可申请“杭州人才引进补贴政策2021”：本科1万元、硕士3万元、博士5万元。申请人：1、全球本科及以上学历应届毕业生〔国内高校应届毕业生学习形式应为全日制，国（境）外高校应届毕业生学历学位需经国家教育部留服中心认证〕；2、毕业时间在2019年6月3日（含）之后；3、申请时限内在我市用人单位就业或自主创业；3、按规定缴纳社会保险。申报单位（用人单位）：1、企业：税务登记注册在杭州市、区县（市），且依法在杭州缴纳流转税(增值税、消费税)的各类企业。2、行政事业单位：市本级所属或区、县（市）所属行政事业单位（包含体制上实行双重管理，在我市各级机构编制部门办理登记发证手续的机关事业单位）。3、其他用人单位：发证机关为市级或区、县（市）级政府管理部门的社会团体、民办非企业、基金会等。

《中华人民共和国乡村振兴促进法》 第二十四条 国家健全乡村人才工作体制机制，采取措施鼓励和支持社会各方面提供教育培训、技术支持、创业指导等服务，培养本土人才，引导城市人才下乡，推动专业人才服务乡村，促进农业农村人才队伍建设。
