释义	法律分析：个人以非货币性资产投资，应按评估后的公允价值确认非货币性资产转让收入。非货币性资产转让收入减除该资产原值及合理税费后的余额为应纳税所得额。法律依据：《中华人民共和国增值税暂行条例实施细则》第四条单位或者个体工商户将自产、委托加工或者购进的货物作为投资，提供给其他单位或者个体工商户的要视同销售。第九条条例第一条所称个人，是指个体工商户和其他个人。也就是说，个人投资行为不视同销售，不缴纳增值税。由于该业务不需要缴纳增值税，也不需要缴纳城建税和教育费附加。
