释义	法律分析：旅游者与旅游经营者发生纠纷，可以通过下列途径解决： (一)双方协商； (二)向消费者协会、旅游投诉受理机构或者有关调解组织申请调解； (三)根据与旅游经营者达成的仲裁协议提请仲裁机构仲裁； (四)向人民法院提起诉讼。法律依据：《旅行社服务质量赔偿标准》第五条旅行社未经旅游者同意，擅自将旅游者转团、拼团的，旅行社应向旅游者支付旅游费用总额25%的违约金。解除合同的，还应向未随团出行的旅游者全额退还预付旅游费用，向已随团出行的旅游者退还未实际发生的旅游费用。
