问题	专项规划报批程序
释义	需由国务院批准的专项规划，要拟定年度计划。编制部门应在已确认的立项基础上，于每年10月向发展改革部门提出下一年度国家级专项规划报批建议。发展改革部门商有关部门在此基础上拟订国家级专项规划年度审批计划，于每年12月前报国务院，经国务院批准后执行。基础工作不深入，不能保证在一年内完成上报程序的规划，不应列入年度审批计划。【本文关联的相关法律依据】《中华人民共和国国家发展和改革委员会关于印发国家级专项规划管理暂行办法的通知》第十四条
