释义	法律分析：按照合同约定做好施工前准备工作,提供原材料、设备、场地、资金和技术资料。发包人未按照约定的时间和要求提供的,承包人可以顺延工程日期,并有权要求赔偿停工、窝工的损失。法律依据：《中华人民共和国建筑法》第六十四条违反本法规定，未取得施工许可证或者开工报告未经批准擅自施工的，责令改正，对不符合开工条件的责令停止施工，可以处以罚款。第六十五条发包单位将工程发包给不具有相应资质条件的承包单位的，或者违反本法规定将建筑工程肢解发包的，责令改正，处以罚款。
