释义	法律分析：需要审批。申请人取得户外广告或者临时户外广告设置许可后，方可向工商行政管理部门申请办理户外广告发布登记手续。法律依据：《成都市户外广告和招牌设置管理条例》第二十九条禁止擅自设置招牌。设置招牌的，应当向设置地的区（市）县城市管理行政主管部门提出书面申请，并提交下列材料：（一）营业执照复印件或者有关机关批准的名称证明；（二）招牌的用字、制作规格、式样、材料和设置位置等说明文件；（三）经营（办公）用房的权属或者使用权证明。
