释义	法律分析：转学不可以不转学籍。转走的学生和学籍不一致,会影响学生正常毕业或报名参加中考、高考。法律依据：《中小学生学籍管理办法》第六条学校不得以虚假信息建立学生学籍，不得重复建立学籍。学籍主管部门和学校应利用电子学籍系统进行查重。学籍管理实行“籍随人走”。除普通学校接收特殊学校学生随班就读、特殊教育学校、工读学校外，学校不接收未按规定办理转学手续的学生入学。残疾程度较重、无法进入学校学习的学生，由承担送教上门的学校建立学籍。
