释义	法律分析: 新组建的交通运输综合行政执法队伍统一集中行使公路路政、道路运政、水路运政、航道行政、港口行政、地方海事行政、工程质量监督管理等执法只能，有权依法检查道路旅客运输车辆和道路旅客运输企业。法律依据: 《中华人民共和国行政处罚法》第十六条国务院或者经国务院授权的省、自治区、直辖市人民政府可以决定一个行政机关行使有关行政机关的行政处罚权，但限制人身自由的行政处罚权只能由公安机关行使之规定，把交通运输部门的处罚权划到了综合行政执法局。
