释义	法律分析: 如果是在城市中的快速路上开车时，驾驶人没有按照规定使用安全带的，会被罚款五十元，再扣掉两分；如果是在高速公路或者城市快速路以外的道路上开车时，驾驶人没有按照规定使用安全带的，会被罚款五十元，但是不会扣分；如果是在高速公路上开车时，驾驶人没有按照规定使用安全带的，会被罚款五十元，并且扣掉两分。法律依据: 《中华人民共和国道路交通安全法》第五十一条机动车行驶时，驾驶人、乘坐人员应当按规定使用安全带，摩托车驾驶人及乘坐人员应当按规定戴安全头盔。
