释义	法律分析：付款人是票据的主债务人。出票人是开立票据并将其交付给他人的法人、其它组织或者个人。出票人对收款人及正当持票人承担票据在提示付款或承兑时必须付款或者承兑的保证责任。法律依据：《中华人民共和国民法典》第五百五十四条债务人转移债务的，新债务人应当承担与主债务有关的从债务，但是该从债务专属于原债务人自身的除外。第五百五十五条当事人一方经对方同意，可以将自己在合同中的权利和义务一并转让给第三人。第五百五十六条合同的权利和义务一并转让的，适用债权转让、债务转移的有关规定。
