释义	交警开的告知单是不需要罚款的。告知单就是一种告知行为，告诉机动车驾驶员他违法停车了，驾驶员可以携带这张告知单到交警部门接受处理，处理完之后，交警部门会开具处罚决定书。法律依据：《中华人民共和国道路交通安全法》第五十六条机动车应当在规定地点停放。禁止在人行道上停放机动车；但是，依照本法第三十三条规定施划的停车泊位除外。在道路上临时停车的，不得妨碍其他车辆和行人通行。
