释义	法律分析：1、工程监理单位与建设单位或者建筑施工企业串通,弄虚作假、降低工程质量,造成损失的,承担连带赔偿责任。2、将不合格的建设工程、建筑材料、建筑构配件和设备按照合格签字,造成损失的,承担连带赔偿责任。法律依据：《中华人民共和国民法典》第八百零二条因承包人的原因致使建设工程在合理使用期限内造成人身损害和财产损失的，承包人应当承担赔偿责任。第八百零三条发包人未按照约定的时间和要求提供原材料、设备、场地、资金、技术资料的，承包人可以顺延工程日期，并有权请求赔偿停工、窝工等损失。
