释义	法律分析: 所谓有关部门的调解是指诉讼外的调解，是指在人民法院以外的有关部门主持下的调解。诉讼前除法院以外的组织进行调解的，达成的调解书对双方具有约束力，但是如果是调解离婚的，需要双方办理了离婚登记，拿到离婚证才算离婚。《中华人民共和国民法典》第一千零七十九条第一款、第二款夫妻一方要求离婚的，可以由有关组织进行调解或者直接向人民法院提起离婚诉讼。人民法院审理离婚案件，应当进行调解；如果感情确已破裂，调解无效的，应当准予离婚。
