释义	法律分析：邓小平。1979年4月邓小平首次提出要开办“出口特区”,后于1980年3月,“出口特区”改名为“经济特区”,并在深圳加以实施。法律依据：《深圳经济特区安全管理条例》第二条本条例所称安全管理，是指在生产经营、行政事业管理活动以及公共场所中涉及的人身安全和财产安全的管理。本条例适用于特区内的企业、事业单位、个体经济组织、国家机关、社会团体以及其他组织（以下简称单位）的安全管理。自然灾害、核电安全和铁路、航空、水上运行的安全管理根据有关规定办理。
