释义	法律分析：建设工程规划许可证有有效期的，证件有效期为六个月。法律依据：《中华人民共和国城市规划法》第二十七条规定建设用地规划许可证和建设工程规划许可证规定的内容不得擅自变更。确需变更的，必须经城市规划行政主管部门同意，并办理变更手续。建设单位或个人在取得建设用地规划许可证后一年内未办完用地手续，或取得建设工程规划许可证后一年内未开工，又未办理延期手续的，建设用地规划许可证或建设工程规划许可证自行失效。
