问题	什么是刑事诉讼交叉管辖
释义	职能管辖冲突是指公安机关、人民检察院、人民法院就同一刑事案件在职能管辖上出现冲突时如何处理的问题。在程序法意义上，职能管辖冲突可分为单一冲突与复合冲突。所谓职能管辖单一冲突，又称立案管辖交叉冲突，是指本来应由某机关立案管辖的案件却由另一机关侦查终结并移送起诉。所谓职能管辖复合冲突，是指两个或两个以上的公安司法机关对一人所犯数罪具有交叉管辖权。本文中介绍的刑事诉讼交叉管辖主要处理两个或两个以上的公安司法机关对一人所犯数罪情形产生管辖冲突如何处理的问题。法律依据《刑事诉讼法》第十八条
